Why now

Texas runs a certification called HUB, short for Historically Underutilized Business. For decades it was the main way minority and women owned firms qualified for participation on Texas state contracts.

In December 2025, Texas restructured that program by emergency rule. More than 15,000 minority and women owned firms were decertified effective January 6, 2026. Just over 1,000 firms are certified today under the renamed program, now called Texas VetHUB. Litigation was filed in March 2026, and an April 2026 injunction reinstated only the six businesses that brought the case. The matter is still pending.

For your members, the practical effect is this. Certifications many of them held for years no longer count on Texas state contracts. Work that used to move through the Texas HUB program now has to be pursued through the federal Disadvantaged Business Enterprise (DBE) program and through separate city and transit agency certifications, each with its own rules, portals, and directories. Members are asking their association what to do.

ScopeBase does not restore anyone's certification. What it does is help a firm find the primes and the solicitations that still fit what they do, across those other programs, in one place.

Members sit in a searchable set of 13,000+ certified firm records (12,500 DBE, SBE, MWBE, and ACDBE, plus 975 Texas VetHUB), searchable by NAICS code and Texas metro. A prime looking for a certified sub in a member's trade and market finds the member.

Generate a letter of intent

When a member and a prime agree to team, the letter of intent is generated from the project data instead of rebuilt by hand.

To date the platform has analyzed 78 solicitations, extracted 378 scopes of work, run 47 fit assessments, and generated 15 letters of intent.

How a partnership works

Your members use ScopeBase at a discount off standard pricing, which starts at $69 per month. The discount reaches them as a promotion code they enter at signup.

Founding-partner arrangements add co-branding and a revenue share. The terms are set with you on a call, not posted here, because they depend on the size of your membership and how you want to run it.

Co-branding is on the build list, covered in the next section, and is not live yet.

On the roadmap for founding partners

These features are not built yet. They are what we want to build first, with the associations that come in early.

  • A co-branded member page with your association's name on it, as the place your members land.
  • A member activity summary you can take to your board, showing how members are using the platform and what it is producing for them.
  • Capability vetting, so a member's listing reflects work they have actually done, not only a certification on file.

If one of these is the thing that would make ScopeBase useful to your association, say so on the call. Early partners get a say in what ships first.

Who is behind this

ScopeBase is built by VeAssis, a certified DBE and WBE firm. We built the platform for our own bids, to work the problem your members now have.

We have used it on a real pursuit. The teaming partner that helped us win an HGACBuy cooperative contract, AI05-26, running 2026 through 2030, was a firm the platform surfaced. ScopeBase is also listed on the Microsoft Commercial Marketplace.

We are not a large company selling to contractors from the outside. We are a certified firm that had to solve this, and turned the tool into something other certified firms can use.
